26th January 2012 REC: Recruiters weather the AWR storm

The latest AWR Monitor produced by the Recruitment & Employment Confederation (REC) shows that its members have seen only a slight decrease in temp billings, with temp staff hiring intentions strong through 2012.

The report suggests that the slight decrease in temp billings was “most likely linked to the economy than to any impact of the AWR” [Agency Workers’ Regulations].

The end of December marked 12 weeks from the implementation of AWR, after which point the first tranche of temporary workers covered by the regulations qualify for further benefits.

According to the survey, 87% of employers are looking to grow or maintain temporary staffing levels over the next 12 months – although it is was unclear how many responses to the survey were received, or how many employers were contacted.

Tom Hadley, the REC’s director of policy and professional services, says: “The feedback from recruiters is mixed and varies from sector to sector.

“There is no doubt that the regulations have created significant cost and resourcing implications for the industry but the priority has been to reassure client organisations over the ongoing viability and benefits of using agency staff.”
